Unfortunately, you were given wrong information. You should have received the RRs for this transaction. You are right the total OOP has nothing to with with the RRs and the store will be reimbursed for MQs. You choose to return the products or try speaking to another manager.

I have a question.  This is my first time to buy from Walgreens with their RR.  I bought 2 Colgate toothpastes, used 2 MQs and paid $3.85.  I received $3 RR.  I then bought 6 bottles of Garnier conditioners.  It says that I can get $5 RR for $15 worth of Garnier products.  The 6 Garnier conditioners totals to $15 before coupons.  I used 4 MQs ($3.50) and the $3 RR from Colgate, total OOP is $9.55.  I did not get the $5 RR.  When I asked about it, the cashier told me that my net should be $15 or more to get the RR.  I went back this morning and talked to the manager, he asked me if I used RR with the transaction, I said yes as shown on the receipt.  He said that’s why you did not get the RR and your total OOP should be $15 or more.  Am I missing something?  Aren’t they going to be reimbursed for the MQs?
